Most sources say Indonesian citizens apply for an ASAN e-Visa online (reported around USD 23, about 3 working days, up to 30 days), while some mention visa on arrival - the sources disagree, so check the official e-Visa site or the Azerbaijani embassy in Jakarta before you book. Use only the official site; copycat sites charge extra. The official site sometimes shows a security check page before it loads. Bring a passport valid for at least 6 months.
Culture and safety - take note
Azerbaijan is Muslim-majority but secular and relaxed - Baku is modern and European in feel. Take your shoes off at homes and mosques, and dress modestly in mosques. Tea (chai) is offered everywhere; accepting is polite. Tipping about 10%. Avoid areas near the Armenian border and former conflict zones unless you travel with a licensed guide and follow local advice, as landmines remain; check Kemlu and other governments' advice before you go. Land borders with some neighbours may be closed, so plan around flights. Do not photograph military sites. Halal food is common.
