The official tourist e-visa is only for the nationalities on Saudi Arabia's list - check eligibility for your passport on the official visa portal. For Indonesians travelling for Umrah, the usual route is a licensed Umrah organiser (PPIU - check the agent's licence with Indonesia's Ministry of Hajj and Umrah before paying anything) or the independent route allowed under Indonesian law since 2025; you also need a permit and booked services through the Nusuk platform for each Umrah. Hajj goes only through the official Hajj quota system, never on a tourist or Umrah visa. Be careful with unlicensed agents and cheap 'packages': selling Umrah travel without a licence is a crime in Indonesia.
Culture and laws - take note
Islamic law applies. Alcohol and pork are banned and illegal drugs carry very severe penalties. Dress modestly in public: cover shoulders and knees (loose clothing for both men and women); headscarf rules for visitors are relaxed but modest dress is expected. Public displays of affection are not accepted; unmarried couples must follow the rules for hotel stays - ask your hotel. Do not photograph government buildings, military sites or strangers (especially women) without permission. Shops, offices and restaurants may close briefly for the five daily prayers, and Friday is the main prayer day. During Ramadan, do not eat, drink or smoke in public in the daytime. Non-Muslims cannot enter Makkah or the central area of Madinah. During Umrah, follow the official programme and your group's guide, and carry your permit and passport.

911 is the unified emergency number in most regions. Police 999. Ambulance 997. Civil defence / fire 998. Indonesian citizens: register with the Indonesian Embassy in Riyadh or the Consulate General in Jeddah (Peduli WNI).
